Duplication Prevention Rules

Each distributor can upload exactly one report per month. Duplicate uploads are blocked.
✓ Delete & Re-upload
If wrong file uploaded, distributor can delete and re-upload within the 2-month window.
✓ No DB Duplication
ETL pipeline checks Distributor ID + Month before pushing to central DB. Rejects exact duplicates.
